सरकारी दफ्तरों, बैंकों आदि में रिश्वत के बिना जनता का काम नहीं होता। इस भ्रष्टाचार की जड़ चुनावों में होने वाला भारी खर्च है। चुनावों में करोड़ों रुपये खर्च किए जाते हैं। यह सारा पैसा काले धन के रूप में आता है जिसका कोई हिसाब- किताब नहीं होता।
